Closing the Gaps in Animal Welfare Across Our State

The silent crisis in our shelters

In my decades as a medical practitioner, I have learned that the health of a society is often revealed by how it treats its most vulnerable. Today, we are facing a stark reality in our animal management facilities. Thousands of Western Australians have raised their voices to point out a legislative vacuum. While we have broad laws against cruelty, we lack the specific, enforceable minimum standards required to guarantee the safety and wellbeing of animals waiting in pounds across our state. This is not just a bureaucratic oversight: it is a situation where vulnerable creatures are left to suffer in inconsistent, often substandard conditions simply because the rules are too vague to be meaningful.

The medical perspective on Five Freedoms

As a doctor, I look to evidence-based frameworks to solve systemic failures. The Five Freedoms of Animal Welfare provide a clear, internationally recognised path forward. These are not lofty ideals, but practical requirements for health: freedom from hunger, discomfort, pain, disease, normal behaviour, and fear. When I walk through a facility, I look for the clinical indicators of these freedoms. Currently, the lack of a uniform standard means that the quality of care depends entirely on the postcode. That is a lottery no animal should have to play. We need, and we deserve, a system where inspectors have the tools to enforce dignity and compassion as a matter of law, not as an optional extra.

The status quo relies on fragmented oversight that ignores the reality of modern welfare science. We have brought this matter before the Legislative Council because the current gap in our animal welfare framework is a failure of policy that we must correct. We are the forward thinkers who demand that our laws reflect our values.
