A Prescription for Change: Why We Must Legalise Living Room Greenery

In my years as a GP, I have seen countless conditions that do not respond to traditional pharmacy shelf medicines. From the agony of chronic pain to the suffocating weight of anxiety, patients often find their own way to relief. Often, that relief comes from a plant they grow in their own garden. Yet, under our current laws, that act of self-care is treated as a crime.
The diagnosis of a failed policy
For decades, governments have subjected us to a strict ban on cannabis based on fear rather than science. We have been told it is a substance without merit, even as the medical evidence mounts to the contrary. I recently presented Parliament with thousands of international studies proving the benefits of cannabis for a vast range of conditions. The evidence is clear: there is no meaningful difference between medical and recreational cannabis when used in moderation.
The risk of maintaining the status quo is visceral. By keeping cannabis in the shadows, we force vulnerable people into the arms of criminal syndicates. We create a situation where a grandmother managing her arthritis is treated with the same hand as a drug trafficker. This is not just a matter of bureaucracy; it is a systemic failure that targets the well-being of our citizens.
While the major parties have historically played politics with this issue, we choose to look at the data. A staggering 78 percent of our population now supports at least the decriminalisation of cannabis. The people are ahead of the politicians, and it is time for the law to catch up with the community.
A sensible plan for growth
Recently in the Legislative Council, I introduced the Misuse of Drugs Amendment (Lawful Personal Use of Cannabis) Bill 2026. This legislation is a measured and compassionate response to a century of prohibition. It is designed to allow adults to take control of their health while ensuring robust protections for the most vulnerable in our society.
Under this Bill, an adult would be permitted to grow up to six plants at home. This is not about creating a wild west; it is about ensuring that those who use cannabis as a remedy have a sufficient, reliable supply without ever having to step foot in an illicit market. It also allows for the gifting of small amounts of cannabis between adults, much like a home brewer might share a bottle of ale with a friend.

Protecting the next generation
As a doctor, the safety of minors is my primary concern. This Bill is actually stricter than our current approach to alcohol and tobacco in some respects. It specifically prohibits an adult from smoking cannabis in any way that exposes a young person to the fumes. We are creating a framework that respects adult autonomy while building a wall of safety around our children.
The benefits of this shift are profound. By legalising home cultivation for personal use, we allow the police to stop wasting their time chasing gardeners and start focusing on the serious crimes that actually keep us awake at night. We can reduce the influence of criminal elements and ease the burden on our courts.
This isn't just about a plant. It is about enhancing social peace, the rule of law, and basic human compassion. It is about diagnosing a broken system and prescribing a cure that works for everyone.
